The A.TR Movement Certificate is a customs document used in trade between Turkey and the European Union (EU) countries. Meaning of the A.TR Movement Certificate

A.TR is an abbreviation of the French term “Admission Temporaire Roulette,” and in English, itโ€™s referred to as the “A.TR Movement Certificate.” This document shows that goods from European countries are in free circulation in Turkey and within the EU. For products within the customs union, if they have an A.TR certificate, the origin of the goods is not important. To issue an A.TR certificate, goods must first be in free circulation.

Function of the A.TR Movement Certificate

The A.TR Movement Certificate facilitates preferential customs duty rates in trade between Turkey and EU countries. Through this certificate, exports from Turkey to EU countries and imports from EU countries to Turkey can be exempt from import duties. This document indicates that the goods are in free circulation and that compensatory duties have been paid if necessary.

Differences Between A.TR and EUR.1 Movement Certificates

While the A.TR Movement Certificate facilitates trade between Turkey and EU countries, the EUR.1 certificate applies to products originating outside the EU. With an A.TR certificate, the origin of the product is not relevant, whereas, for the EUR.1 certificate, products must originate within the EU to benefit from its advantages.

Countries Where the A.TR Movement Certificate Is Issued

The A.TR Movement Certificate is valid only for Turkey and EU member countries. With this certificate, most industrial goods and some processed agricultural products can benefit from customs exemptions. However, certain primary agricultural products, coal, and steel are not covered by the A.TR certificate.

If the A.TR Movement Certificate is Lost

If the A.TR Movement Certificate is lost, a new application can be made. The second copy is issued based on the date of the initial document, and its validity is four months.

How to Obtain an A.TR Movement Certificate

The A.TR Movement Certificate is issued by the Union of Chambers and Commodity Exchanges of Turkey (TOBB). Customs brokers or consultancy firms can electronically prepare and approve these documents. A form containing the necessary information (company name, tax ID, authorized person details, etc.) must be completed and submitted to TOBB.

Application Process

Export companies and customs brokers can apply for the A.TR Movement Certificate via TOBBโ€™s official website. Once approved, the document is issued in five copies.

Post-Issuance and Original Copies

The A.TR Movement Certificate can be issued after the goods have been exported; however, only one original document can be provided. If the document is lost, a second copy may be requested.
